Republic Civic Readiness Accord (RCRA)

Enacted by Presidential Decree, Wendell’s Diary Year 1


Preamble

In recognition that every citizen holds unique gifts vital to the flourishing of the Republic,
and in foresight of moments when destiny may call upon the few to serve the many,
we establish this Accord to preserve peace, purpose, and the enduring freedom of all.


Article I — Purpose of Conscription

  1. Conscription in the Republic shall not be for war, conquest, or domination.
  2. Citizens shall be called only for tasks of essential importance to the Republic's survival, flourishing, or moral protection.
  3. Conscription shall honor each citizen’s unique talents, strengths, and dignity.

Article II — Authority of Civic Activation

  1. The Chief of Defence, known henceforth also as the Chief of Civic Activation, shall oversee the Civic Readiness Corps.
  2. The Chief of Civic Activation shall be empowered to:
    • Identify mission needs,
    • Assess citizen suitability,
    • Issue summons with Presidential consent when necessary.
  3. The Chief shall act with compassion, fairness, and wisdom, ensuring no citizen is needlessly burdened.

Article III — Citizen Rights and Duties

  1. Every citizen, upon joining the Republic, acknowledges the possibility of future conscription.
  2. Summons shall be issued based on mission suitability, not arbitrary selection.
  3. Citizens may request exemption or delay due to:
    • Personal hardship,
    • Health limitations,
    • Moral objection. Appeals shall be respectfully reviewed without prejudice.

Article IV — Structure of the Civic Readiness Corps

  1. The Corps shall consist of volunteers and conscripts, united under a spirit of service.
  2. Training and preparation activities shall be conducted peacefully, respectfully, and joyfully whenever possible.
  3. Missions shall prioritize meaning, preservation, and prosperity — not violence.

Article V — Invocation of the Call

  1. Summons shall only be invoked by joint agreement of the President and Chief of Civic Activation.
  2. In extraordinary emergencies, the Chief may issue preliminary summons pending immediate Presidential review.

Closing Declaration

This Accord affirms that freedom is not the absence of duty,
but the willing defense of the beautiful, the meaningful, and the good.

Citizens of the Republic are not merely residents — they are caretakers of hope itself.
